Ask for their license number and whether they carry liability insurance. Ask who pulls the permit, because most panel and circuit work needs one and an unpermitted job can surface years later when you sell. Ask whether the quote includes making good the plaster and paint, which is often excluded.
A burning smell, scorch marks around an outlet, sparking, a panel that is hot to touch, or exposed conductors. Switch off at the breaker if you safely can, and do not reset a breaker that keeps tripping.
